Manchester City Council has launched a PSPO consultation. CityCo and Manchester BID members are encouraged to have your say:

Nobody should have to put up with behaviour which has a negative impact on them or their environment.

The Council believes there is a case for consulting with the public on a city centre Public Space Protection Order (PSPO) to address a number of issues that are being reported to the Council and the Police. Proposals have been drawn up following evidence-gathering and listening to the concerns of people and businesses about their experiences in the city centre.

A PSPO would specify behaviours which are unacceptable – and give the police and council an extra tool to help tackle them alongside existing powers and ongoing partnership work. Find out what a PSPO is and how it is put in place. See maps of the area potentially covered by the PSPO.

This consultation will be crucial in shaping whether the Council proceeds with proposals. Your contributions are essential to help build a complete picture of the issues and their impacts.

Based on the findings, the Council is proposing these behaviours be included in the PSPO applying to everyone in the city centre and at all times of day and night:

• Drinking alcohol in a non-licensed public space
• Failing to dispose of commercial waste responsibly
• Failing to pick up and properly dispose of litter when asked to do so by an authorised officer
• Discarding hypodermic needles or syringes in a public space (except in an appropriate sharps container)
• Urinating or defecating in a public space (except a toilet)
• Aggressive or intimidating begging
• Occupying a tent or other temporary structure in a manner which is likely to create a health and safety risk for other people
• To stop obstructing a building entrance/exit, stairwell or highway after being asked to move by an authorised officer
